When did every villain turn into a generic warlord archetype? Have developers forgotten that a true villain doesn't give a fuck about the hero?

The best villains are those who have an unnatural fixation on the hero to the detriment of their plans.
However, their advantage and control is so great that even when they lose, they get ahead.
I don't know the whole "Haha your efforts are meaningless!" cliche, where the villain underestimates the hero and then gets defeated like "No, how is this possible!" is worse.
Ultimately villains in video games are defeated so if they do underestimate the hero then the villain just looks retarded.

Face it /v/, there is no 'best villain', just villains that aren't used often at the point someone is observing what type of villain is the best villain.
Right now, every villain has a reason or a better reason than the hero or some bullshit like that.
Villains that are evil for the sake of being evil are 'best' right now, because no one does that shit any more. I pine for it.
Eggman is top tier. He's also dangerously genre savvy in the comics, which is awesome.

I know, but its annoying cause he doesn't give a shit about the heroes because "you are too late" and "i cannot be defeated blah blah blah" I feel like that coincides with what OP is saying.

Fuck that pretentious crap. It's horrid writing and undermines the entire role of the hero, shifting it all over to the author's pet villain. The best villains,a re the ones you really want to kill.

you can't just have the hero be obviously retarded or the motiviation of the villain be nonsensical
watchmen works because ozymandias having a point makes the reader uncomfortable, or at least it should
