The best villains are those who have an unnatural fixation on the hero to the detriment of their plans.

However, their advantage and control is so great that even when they lose, they get ahead.

Ultimately villains in video games are defeated so if they do underestimate the hero then the villain just looks retarded.

Well cosmic horror gods tend to be the absolute last boss in the game.
It's obvious that this isn't the last xpac in WoW so for now we're killing warlords because Warcraft/BC nostalgia

Yogg-Saron kind of makes sense, though. In his mind he is completely unstoppable, he is an old god, where as the player characters are just mortal beings.

Face it /v/, there is no 'best villain', just villains that aren't used often at the point someone is observing what type of villain is the best villain.

Right now, every villain has a reason or a better reason than the hero or some bullshit like that.

Villains that are evil for the sake of being evil are 'best' right now, because no one does that shit any more. I pine for it.

Eggman is top tier. He's also dangerously genre savvy in the comics, which is awesome.
