A lot of people don't understand that the appeal of Lynch is his passion and sincerity for what he does, and the fact that he doesn't chain himself to whatever standards or templates exist for mainstream film/television.

The "idea" of getting an episode of television like that made is more interesting than the actual product. This applies to a lot of the films that Lynch has made that have gotten wide releases, particularly Inland Empire. (Another film where the "how/why" is more notable than the film itself)

Lynch has a number of ideas that aren't even "good" or ideas that just don't work, but the fact that they come from a place of absolute sincerity is endearing. A lot of people look at the episode itself, and a lot of other Lynch material, as the amazing thing, but the truly amazing thing is that the mad genius actually got it made. Not many people have that kind of combination of pure creativity and clout. That is the true appeal of Lynch in my opinion. The hole, not the donut.

I'm loving S3 so far and as much as I love full-on Lynch craziness I do think that there's something missing with the lack of balance. Part of what made the crazy shit in the original so intriguing was it being mingled into an otherwise fairly normal television show. Nothing in S3 has surpassed FWWM or the final episode of S2 so far for me, ep 8 came close though.

A ton of scenes go on in silence where in the original series they'd have a familiar sound track playing in the background. What made the show so comfy half the time was the chime of a familiar Angelo jingle around every corner.
