The entire series is Francis Underwood's contention with a series of cardboard cutouts he triumphantly pushes over when appropriate. He should have lost his upswing in power with the uneasy resolution of the teachers' union problems during season 1, but they used a dumb plot device to explain it all away.

The UK version of House of Cards is much more realistic in the buildup of Francis's personal power. He is always in the upswing by his own design in the first season while remaining "politically inactive" regarding the public spotlight, and during the second season he finally gets to use his built up power.
