All I can think of, and this is still stretching it a bit, is the Harmony Shoal. They aren't very visually distinct though.

Matt's big ones were the Silence.
I think it's more that Moffat rarely reuses the monsters he invents. He kept bringing back the Silence, but probably only because they were an overarching plot thing. The only non-plot relevant monster he brought back was the Weeping Angels (I'm not counting monsters that constantly return like the Daleks and Cybermen of course)
Out of his creations, RTD brought back the Judoon, the Ood, Cassandra the last human (not an alien but still), and the Slitheen.
Because I mean, shit like the Ood would mean fucking nothing to anyone if they had just been in the satan pit two parter

The Krillitane have enough interesting stuff going on with them that they'd be cool to see again, but considering their whole point is that they drastically change their biology, that kind of precludes them from ever developing an iconic look.

I think the Sycorax are decently iconic as well, but they only appeared once. Then again, so did the Zygons until 2013 and many people consider them iconic of Tom Baker's run.

The obvious way to do a good Time War story is to do a story on the fringes of the war, with maybe a few incomprehensible glimpses of the surreal horror. Like Dead Romance or Planet 5.

For the LGTW, you can pull that off with Eight, but not with the War Doctor, because he's supposed to be central to the whole War, and he should be doing almost nothing but incomprehensible surreal horror stuff—or maybe you could get away with incomprehensible timey-wimey stuff instead, but that's still too hard to write for your central character's main story.

It's not like that would mean they can't write more stories with Eight, or even more Time War stories with Eight. (They figured that a decade ago when they brought back Evelyn even though they'd killed her off by just putting stories in the gaps of their own stories, the same way they already put stories in the gaps of the TV show.)

Yup. It just makes tonnes of storytelling sense really. It's the same reason Lovecraft's horror worked - our imagination, and the sense of unknown, is greater than whatever specifics a writer can come up with. "A couple of lasers on TV, and a few extra angry Daleks on audio" is not some nightmarish horror, it's banal specifics born of doing the wrong thing, and depicting the LGTW outright.

Personally, I'd love to write a War Doctor story but I'd never use the Daleks as any sort of focal point. Maybe a scene here and there but Daleks make such boring enemies to be honest and the Time War could be so much more

Yeah, the whole point of Faction Paradox is that they're on the edges of the war, and they're closer to human level than the actual combatants (so it's possible to write for them) but still somewhat above us (so it's still fantasy, not just a political thriller). And it definitely works.

Yeah I realised afterwards I was being unfair lumping Engines in with the audios. Engines has some saving graces and I think it might be as close you could get to making the character work (unless Seasons of War is much better, which it might be, I really have to read it). Seasons has some potential. The audios truly shocked me how bad they were. I don't just mean the juice stuff, I mean the fundamentally storytelling choices are insane - they literally just repeat his character arc from the 50th, but from BEFORE he goes through it, it's terrible and dull, and something we've all already seen done better. That's not even starting on how banal and dull their "epic" story ideas are - wow, behind Dalek enemy lines, so original, really utilising the Time War. Fuck, I can't stand Briggs and Fitton these days.

I hear the BBC told them specifically not to make the WarDoc too edgy (dumb, 7 has already went darker than any Doctor on audio), which can't have made things easy, but they should have at least went weird with the stories if they couldn't go dark.
