What it is is a hearkening back to the psychic movies of the 70's, where one inflicted damage on oneself when using ultapowerful abilities - Scanners, The Fury, Carrie, and Firestarter (though it was the dad who took damage, not his daughter). That's why the Burn mechanic exists. Kineticist was never meant for standard D&D play, mainly Occult play.

Don't get me started. I played in a campaign about a rebel group in Cheliax, and That Guy went and played the dumbest Lawful Neutral character I've ever seen.

He wanted to be an Iomedean Inquisitor from Andoran, which is fair enough.
What really made me face-desk though, was his insistence that working against the government is illegal, his alignment meant he was obligated to refuse to work with the rebel group.

In the end though, it became clear he was just using this to extort more gold, magic items and XP from the GM in return for not ruining the campaign.

So in a nation in my setting the government employees 'cleaners'. Basically a member of the judiciary system is given several highly dangerous criminals each with implanted/tattooed fail safes to keep them in line and obedient. One of the judicators can have as many as six cleaners.

These folks are sent out with two employed elite soldiers to help the judicator keep folks in line. Also a judicator can request cleaners with particular skill sets. Whenever something occurs the capital has interest in they send one of these squads along.

What my players have done is basically get enormously angry these folks are around and keeping them from just murdering random people.

Kayal Swordsman: Fastest blade she's ever seen. A dad's sense of humor, and a strong sense of right and wrong. He's out of his depth, but he's pushing through regardless.

Samsaran archer: Spacy, and with a strong moral compass. He acts without thinking about the consequences, which is terribly dangerous. Good thing he has us to back him up.

Human Fighter: She has a simple air about her, like a farm girl. She carries a guilt with her, but it's her burden to share or bare alone. She likes to smash things, so they get along well enough.

Ifrit wizard: She's too shy for her own good, and doesn't grasp her own talent. If she had a bit more confidence, she'd probably be happier. Probably the fault of her upbringing.

They're good people on a seemingly impossible mission. Should be a blast.

It's self-satisfying, but it's fine. Just like some players need rock solid backstories to be happy with characters, some GMs really need their world to make sense. It's mostly personal preference. My current GM has built his world from the ground up, and I really appreciate when we ask him things, and he can delve into the meat of exactly why it is the way it is. It's not everybody's cup of tea, though. If it makes you happy and doesn't negatively affect the game, there really is no problem doing it.
