The Noble Phantasm part is basically a freeform writing section, giving your build a unique defining power and whatnot without becoming so powerful that the world simply deletes you.
It's so open ended because in the source material, Noble Phantasms are rather open ended and can do almost anything, really, just so long as they don't 'break the game' (or, you can try to do just that if you want - try to defeat the world).
But, really, it's basically an excuse to go wild and have a good time coming up with an insane character, or whatever you want to do.

I had an interesting dream a few days ago.

The Earth was dying. A huge apocalypse was taking place that was turning the Earth barren.
I somehow got my hands on a time travel device and managed to pinpoint the cause of the apocalypse on a young girl. No matter how many times I rewinded time, I couldn't figure out how she was doing it.
Until I realized it wasn't exactly her doing. She'd somehow caught the attention of an alien warlord and he was the cause of the apocalypse, destroying the Earth as some elaborate show of power cum bridal gift.
It took some more rewinds but eventually I managed to get them together and the girl managed to explain to him why all of that wasn't needed and he could just blow up Mars or something. He did and they lived happily ever after.
I felt pretty cucked though because I wanted an alien warlord bf to destroy the Earth for me and Stacy had stolen him from me.
I contemplated rewinding time one more time to shank the bitch in the face.

Then I woke up and I had to help mom with breakfast.

The reason is simply that context enriches a scenario and the characters included within. A CYOA purely about waifus is inherently less rich than a CYOA where the characters affect the scenario in some significant way.

Because they're extremely simplistic and shallow, and have created an environment where some of the least effort gets the most reward.
But more than that I just hate how they've become the standard. I have, and I think a lot of others used to, treat them as the small thing between big projects or builds, like a palate cleanser. They're nice, but they shouldn't be the main meal.

I've been working pretty hard on mine. I hardly see waifu pickers here anyway. Zodiac is the only recent one that even comes to mind. Waifu builders seem more common and are much more boring, in my opinion.

I think "waifu pickers" mostly means a list of waifus to pick from, not making stuff yourself.

But at least from my point, there is several reasons. For one, it's mastubatory and I simply do not enjoy people having a wank.

Many cyoas just fall back onto worn out anime tropes and tread the same ground over and over again. Especially when fetishes are a thing it's mostly just picking what you already know with the character bits being window dressing.

And arguably most of all, the "waifu-ness", the inevitabillity of many romantic relationships just make unable to see these figures as actual characters. They are just objects for cheap sexual satisfaction and I'm just not interested in that.

On it's own I can ignore it, but when something you consider bad becomes this (propotionately) popular, you will reach your limit to tolerate it. That's basicly the background for the "You only hate it because it's popular" argument.
