One hundred years have passed since the unification of the Yorkmen with the Tribe of Lancaster. Sharing in the knowledge of their peoples, the Clans of the Tribal Confederation of Brigantia have gained much from joining. The Lancastermen shared their knowledge of Herd Animals and Leather. The Yorkmen introduced Domesticated Dogs, Spirituality and their discovery of shiny minerals in the hills to the east. Together, as Brigantians, in just a century, they discovered the secrets of working Bronze from Copper and Tin, and developed a Calender, a near-neccesity in coordinating multiple villages and clans.
The Picts, an offshoot of the Brigantian Tribes prior to unification have developed a unique culture to the north. Rumor has it that many Pict villages have been founded even further north, where they attempt to bully struggling communities into tribute. Brigantian relations with the Picts are frosty at best, and outright hostile at worst.

MAJOR EVENT!
The unrest caused by the addition of Glasgow to Brigtania and the stress of an increasingly stratified society causes a riot in Yorkshire during a Clan Moot. The Clans are increasingly dissatisfied with the Council and it becomes clear that something, anything, must be done before villages start to slip from the influence of Brigtania. A number of proposals are fielded by the various Clans:

A. Clan MacKenzie - Tribal Monarchy
A King shall rule over us, elected by majority vote of the Clans. The Council of Elders will shift to an advisory role, though they will retain some judicial power.

B. Clan Strathclyde - Tribal Oligarchy
The Council shall remain in power, but no longer restricted by age, instead decided by power and influence.

C. Clan Dunedain - Tribal Republic
All settlements shall sent representatives to the Moot as well as the Clans, thus ensuring each Village has a voice as well. The Council of Elders will become the Clan Council instead and will no longer be limited to Elders.

It is decided that the Clans shall reorganize into themselves into a Republic. Each Village will elect a High Chief that governs that Village and selects two delegates to send to Yorkshire. In addition, each Clan is allowed a delegate at the Moot. The Council is reformed as well, made up of the most prestigous delegates, voted upon when the Moot convenes. The Council serves until the start of the next Moot. There is discussion about how to conduct these Moots, and a number of Clans have made suggestions:

On the shortest day of the year, the Clans shall convene in Yorkshire to make decisions for the upcoming year.

B. Clan Strathclyde - As Needed

OOC: Seems like everyone was pretty divided, so here's the compromise solution.

Brigantia is now the Republic of Brigantia. The Moot shall convene every Winter Solstice, the beginning of the Brigantian Year, alternating between villages each year. The Council will still keep residence in Yorkshire over the course of the year however, out of respect for tradition, and such Yorkshire will hold a special place in Brigantian Society. Finally, is the discussion of who shall keep watch over the Republic itself and ensure corruption is not tolerated. A number of Clans have made suggestions:
A. Clan MacKenzie - A Grand Chief
The High Chief of Yorkshire shall serve as Grand Chief possesing authority on the level of the Council itself. He shall also be the supreme commander of the armed forces.

B. Clan Strathclyde - The First Clans
Clans Strathclyde, Mackenzie and Dunedain shall have permanent seats on the Council and greater authority at Moots. After all, they were the first clans to settle Brigantia.

C. Clan Dunedain - The People
