Yeah Miles has said many times before that it won't happen because of pretty much that.
People always say it would be more realistic to be able to build you career from managing youth sides first and that is true but it removes much of the game too since you will have very little to do.
No transfers, tactics almost certainly dictated by senior team manager, some of the team potentially picked by senior manager, scouting would be managed by the senior team manager. Basically you'd be doing almost nothing but team talks, picking a handful of players for each match and maybe managing promises. It'll just be a waste of time implementing it and considering it'll need all youth games to be properly simulated it would be a lot of effort to implement something that will slow the game down a lot and that most people won't use once they realise how terrible it is.
Implementing youth management well would probably need a massive overhaul of the entire game and bringing in a ton of new features to keep it interesting which is surely not something SI are gonna do anytime soon.

I do it because I have terrible memory for names unless the player is important to the team. I use the numbers to know instantly on the Tactics screen who plays where (because fuck Ass. Can you guys tell me how not to be a retard in this game? I have had 2 seasons in which I won the Liga BBVA and Copa del Rey with Valencia and the Coppa Italia with INter but it was all with tactics from the internet slightly modified and I built my squad around this tactic. Despite enabling first window transfers, the highest fee after the end of the transfer window in early September was of 2M€. The standard of players generated by FM is absolutely horrendous. Grey players' ability are generated mostly thanks to reputation. Which means that those early rounds of EL/CL qualifying can be drastically different if you meet, let's say, GNK Dinamo, Partizan Beograd or Crvena Zvezda with or without loading the Croatian or Serbian leagues. Without loading the leagues, you could very well be meeting clubs who field greys who are way better than the actual players the club has when you load their league.
