Basically a dirt levee. It's really large and creates a very wide but very shallow dam in case of flooding (because Houston is flat). The east side is where the levee is at, the west side is just flat plains. Where it is outside of the reservoir area are houses where the reservoir water is backing into. Since Addicks was built to protect downtown Houston and the Medical Center (largest medical complex on the planet), the homes will get flooded. However, the levee needs to stay in one piece so if stuff downstream gets flooded, so be it.

The protocol for oil tanks in case of potential flooding is to fill them up with water and let the oil float on top. If you don't do this, the oil tank will literally try to float away as it is lighter than the flood water. They also will run down the tanks before the flooding hits so that they don't have to separate as much oil/water in the tanks.
