Looking at Marawi, almost all of their APCs dates back to the 70's, and they still don't have a large inventory of PGMs, which is something Duterte wants to buy from Russia

Marawi incident was unique as most of Maute had already stationed in Marawi, while blending in with the citizens for months before they decided to launch their campaign.
It's not like the city got overrun and captured by rebels from the jungle that some people believed to be happening.

BTW, only Police and a handful of military forces are allowed to be in Marawi in peacetime due to some stupid law signed by the previous administration
