I've probed the depths of New Wave, Post-Punk, Synthpop and Minimal Wave in search of something along these lines, but sadly, I can't say I've been successful:

A friend of mine festively speculated this might be what disco would've sounded like had the Axis won the War. His description couldn't have been more perfect. Entering on a crescendoing tone, the song hits us with a funky bassline which sets the rhythm for the rest of the instruments to keep time with. The similarly groovy guitars have plenty of mood-setting reverb and echo as well as the soothing voice of the vocalist lures us into the nighttime atmosphere of neon, strobe lights and flashing colors.
I've heard this song called New Wave, Synthpop and Post-Punk, which are all broadly accurately, but none of them encapsulate the compositional grammar succinctly, and it pisses me off that I should be able to find stuff like this, but so far, I've come up dry.
So I turn to you, /mu/. Can you find me something along these lines? Think atmospheric, but groovy. Prominent guitars and synths together, please.
I've heard many bands namedropped, but most lack the qualities I'm looking for.
Bands that come close, but still miss the mark: "Second Empire Justice"-era Blitz, Siekiera, End of Data, Wall of Voodoo, "Movement"-era New Order, Lives of Angels, Simple Minds

What are some good resources to learn guitar? I don't want professional lessons and I'm not looking to master the instrument but I'd like to be able to play my favourite songs and whatnot. Basically looking to be self taught. Are there good books to learn the basics? I know nothing about music at all, I don't know what "chords" are or anything.

It's wise to take a couple of months worth of pro lessons. You'll learn more in 8-12 weeks than a year of DIY. By then you should have a through understanding and can go on or teach yourself. A good instructor will see mistakes you will make and correct them on the spot. Things you'll never see that could lead to injury/tendonitis/ect.
