Here's an idea.
Out of the roughly around two dozen birdhorses alive, two are dead and thirteen are injured. That leaves roughly nine unscathed birdhorses.
If anyone has any pieces of armor or improvised armor, give them to the nine pegasi. The thirteen will make or move storm clouds close to the castle, but still keep out of the crossbow's range. Let's say five hundred meters.
The nine armored if they get any pegasi will leg it and move the clouds over the fort. Lightning and cold rain ensues. And hope that the lightning strikes the ones wearing metal suits.

One of the things is that I feel like you might have lost enthusiasm for 11-54, what with your other quests and all. It's understandable given how long it's been going, but I don't play your other quests for reasons so maybe I'm just being jealous. Either way, closure for pepper is the way to go. Unfortunately, I think 11-54 has naturally lost some of the momentum that type of quest relies on between the long breaks.

I've also noticed that none of us seem to know what we're supposed to be doing or where we're going. Though I've also noticed you attempting to guide us and instill a sense of urgency, it just hasn't stuck in those cases. I think we could use a little more guidance and clearer prompts we need to be railroaded big time, just have the queen teleport behind us or something.

Basically we're at that point where we will try to drag things out but don't let us.
