I have no idea what they were trying to accomplish with Seven X. I guess they were trying to capitalize on the success of Garo and the whole "hyper midnight action" toku scene? They had this whole "oppressive surveillance dystopia" thing going on too that they never really touched on very much and the whole show just had a weird atmosphere, like it was someone's student project and they wanted to make a dark cyberpunk show but had neither the budget nor the means to do so, so most of the time the setting is just modern day Japan. Seven's presence is jarring just because he doesn't really fit at all with the tone and atmosphere of the rest of the show, even with the updated angry and swole design. Hell, barely any of the fights are at giant size anyway.

Generally pretty understandable, but there are some wonky translations of names, though the main cast is mostly correct and intact. The translation seems to get marginally worse in later episodes, but it's not TOO too bad.

I bet Tsuburaya made some drastic changes on the original concept. Sometimes Riku is written as a darker character, like refusing to help people because they don't like him or getting really butthurt because people like Zero more than him, later than episode admitting he doesn't really care about other people on a personal level but more on a general level; like a confused teenager with serious daddy issues, but it's like Tsuburaya wasn't willing to compromise on that angle so it feel half-hearted. Riku's backstory is a mess anyway. He grew up without a family, except Moa was his onee-chan and he was so close to Moa's family that he bathed with her. For me, it'd make more sense that Riku was an orphan and grow up on an orphanage or something, maybe some street kid.
