Great Leader of Shocker is an amalgam of different backstories and all you need to know is he's the constant menace against Kamen Rider throughout most of the Showa era, with the only other ones being distinctly separate happen to be Golgom, Crisis, and Badan. Every Great Leader voiced by Goro Naya or Tomokazu Seki is the same guy. At one point, Decade replaced him as Great Leader of Dai-Shocker. In Stronger, he claims to be behind the creation of Geddon from Amazon and GOD from X, but they had no ties to the Great Leader during their own shows.

To be fair, that one's point was obviously "Sorry, the Great Leader is in another castle", with the recorder being shown afterwards.

But, most of the Great Leader's designs after the original just got worse. They wanted to make him look different from the monsters of the week, but it just resulted in him looking worse than them most of the time.

His modern forms have all been on point though, like Let's Go Kamen Rider's stupidly big Rock Great Leader, the three eyed skull and the Rider Robo.

Not much of it's been TL'd, due to NCR vanishing and the few groups who tried to pick up losing members. I know HeatMetal at one point was working on Shin Kamen Rider Spirits, the continuation of it with some scan group but Ignis said the group just stopped since they weren't getting raws.

Well, the two SHT movies directed by Shibasaki were clearly pushing strongly for returning actors. It's too bad we went right back to lazy Kaneda.

also I want to point out another thing that made the Styrofoam skeleton on a string in V3 so garbage was that in an earlier episode in one of the few really well directed and shot scenes in the whole series you see the Great Leader and he's a guy in a KKK costume consistent with the first show but when the mask comes off he's some really creepy weird clown alien thing in bandages underneath. The few seconds you see it is far scarier than that fucking retarded toy skeleton.

Basically just combine them all. Starts off hundreds of years ago as Chan Mao, an emotionally distant and kind of rude monk who gets by on being paid gratuitous amounts of money by raising the dead. A meteor crashes down near the mountain where he lives, he goes to investigate, and gets infected by a sentient parasite. Said parasite offers him the opportunity for "great power" if he lets the two of them combine. After combining, the parasite admits he was being hunted by others of his kind, and the parasites chasing him infect random animals, people, and even a few other aliens beforehand in order to fight Chan Mao, who transforms with the parasite in order to fight them. As he does so, he slowly learns how to infect animals himself in order to turn them into his own cronies who help fight for him. Slowly, his and the parasite's minds become one, resulting in the Great Leader we know today. The last scene is just him in his red robes looking over millions of Shocker Combatmen, who all salute and go "EEEE!"

I don't think that'd happen. The smiling mask Great Leader appears already in the final arc itself. There isn't a lot of time between the masked one and the skeleton. Like I said above, I think they went with the skeleton with the voice from the tape recorder just to drive the point home that it wasn't the Great Leader.
