From personal experience, I say that people should start with the late-showa era rider shows and/or the early Hiesei era shows.

Thats how I got into Kamen rider. I started with Black and Black RX, then moved on to Kuuga, then Agito, then Faiz, then Hibiki, then Kabuto, and then just continued going up the line from there.
