I've been walking around campus for about 30-45 minutes for exercise the past 3 days and my legs feel like they're dead today...I bent down to get something and I could feel one of them almost cramping up. it's really not hard work at all I've been doing, and I'm not dehydrated at all

It's definitely not like that for me, and that little exercise should not be making your legs hurt that much unless you're really out of shape.
For reference sake I'm on my feet and walking/lifting/carrying things for 8 hours on a typical work day and it takes several days of this for my legs to start hurting.

My testosterone is about as low as it gets, I don't think it's hormonal if it's anything.

A lot of people claim tiredness as an effect of HRT but in large part this is a side effect of both major anti androgens, and not because of their effects on T, but because cypro inhibits adrenal function and Spiro lowers blood pressure. There's actually a reason why I feel cypro is not the best first line anti androgen, even if it's more potent than Spiro. Spiro has very consistent side effects that are more of a nuisance, whereas cypro is less consistent but generally quite a bit more impactful in its side effect profile. A good number of trans women would likely be more mentally stable on spiro than cypro, and have more healthy lifestyles. I know that when I switched to cypro that it made me absolutely batshit crazy.

The mood swings are deeefinitely down to the cypro. That's like the biggest thing that it can do, I got insane mood swings on it and those completely stopped after I eventually got off it.

Being happier though, that's the HRT. It's so hard to ascribe things like mood changes to hormonal changes because they're so nonspecific and hormones aren't psychoactive in a direct sense. However, if there were one thing that I would say cypro is reasonably consistently responsible for, it's mood lability and mood swings. I mean, not to say trannies aren't crazy, we all have at least a few screws loose, but I really think it may be artificially worse than it is because of the drugs that a lot of us are on.
