A lot of politics. The M193 has superior ballistics but the SS109 bullet offered better helmet penetration at long range in the NATO trials (which was the testing criteria). The US had entered an 'improved M193', the XM777. This had a 54gr bullet with a hardened steel core.

Here are the four cartridges that were tested in the NATO trials. The M193 was used as a control reference as well as the 7.62mm NATO.

In theory the m855 should give better precision and long range penetration out of the 1:7 twists common today because of the bullet weight. In reality it is harder to balance a round with a steel core so in practice m193 is allegedly more accurate though lighter and also better at penetrating at least up close. I have been meaning to test accuracy in my gun but have only been going to indoor range lately so no steel core allowed.

There isn't a great deal of information circulating. Prior to the XM777/XM778 the US had experimented with the Canadian-made 68gr XM287 Ball and XM288 Tracer. The 287/288 examples I have were made in 1971 by Industries Valcartier Inc. for a US contract. Production began in 1969. These have a plain tip and red tip so they look similar to M193/M196 but the projectiles have a more pointed profile closer to the later SS109 bullet. The 777/778's I have were made at Lake City from 1976-1979.

I knew I had taken some photos of the US experimentals, here it is. #3 is especially interesting as it was developed in 1969 for a Colt 5.56mm LMG - the CMG-2.

Nothing. Anon means the Hague Convention, which bans expanding projectiles, which the US plays along with, but never actually signed. New rounds like the M855A1, the Mk262 and the Mk318 are all sort of expanding rounds, but for rifles penetration is essential. The reason the M855 doesn't have very good performance against soft targets is cause it was made to penetrate steel helmets, and it wasn't designed for 14.5" 1:7 barrels.

Mk262 is a non-expanding ballistic hollow point. It might fragment like M193, but it doesn't mushroom. The M855A1 is a pure fragmenter, designed so the steel tip separates from the copper base.

M855 is a yaw-dependent round, and, somewhat counterintuitively, requires the higher velocity of the 20" barrel to do that.
