However Comcast, AT&T, Time Warner, etc ARE ISPs and they were also regulated by the FCC.

ISPs being free to sell data is just one more brick in the invasive campaign against personal privacy. I don't give a shit about guns. I give a shit about faceless corporations being free to sift through information regarding where I go and what I do, on principle.
I don't even care if they baked the reality of what they do now into the Terms of Service and there was no other way to access the internet without accepting it, essentially changing nothing. Every inch matters in the war for personal privacy, and forcing them to tell you what they are going to do is a victory. A major one, in my view.
