I don't think it's common thing to compliment a strangers entire outfit. If it's someone you know (even to a small degree), that's way less of an issue. Coworkers and friends tend to comment on my style or "outfits", saying I dress well or that I look good/the clothing looks good on me. People I don't know, like randoms at school or salespeople, will single out something like shoes or a jacket. I can't imagine just walking past someone I don't know and saying "yo bro that whole outfit looks great on you", as opposed to "dude, sweet jacket". It just feels weird.
