I feel like Zemo still exists with all his backstory behind him. It's not ignored, he just regressed in personality. Maybe I'm wrong about that.
I think Moonstone and Fixer have had less dramatic changes throughout their T-Bolts run too, so less change? Ofc yeah Ellis definitely took a very negative line on her and worse writers picked that up. Moonstone got a few focal arcs in the original Thunderbolts which she's never really had again even in revivals or other teams.

What makes Zemo's backslide sting is that outside of that first arc of him trolling Bucky, he hasn't exactly been used well. He is usually the entry level villain that gets jobbed out and dies after six issues, so he didn't even lose his character development for anything worthwhile,

The problem with Moonstone is that she never wanted to redeem herself. She prizes surviving the most and only changed when she had an anchor like Jolt or Hawkeye. Once she got away of them, Karla went back to villainy by helping Graviton.

I feel like Spencer really do not want to write the Sam Wilson book. He wrote a good USAgent and the Serpent stuff was kekworthy, but the rest of the run was mediocre.

If you compare with how other writers in the last five years or so treated John, Spencer was extremely kind towards him. He didn't play him as a joke, he didn't portray him as a frothing at the mouth idiot, didn't cripple him or kill him off...
Young Zemo honestly seemed like a sweet kid so Spencer is at least not going for him being inherently turbo evil or anything like that.

Like she'd now better than to pull a stunt like the one in the first issue of Zubbolts in front of an omnipotent toddler. Mel really suffered during Dark Reign. Also some of her earlier interactions in Ellisbolts and so on with Andreas felt like a less fucked up version of her relationship with Zemo (obviously not here where Andreas doesn't give a fuck whether or not Karla kills Melissa). Chen is another of those characters that got kinda dicked over after T-Bolts.

Again, you know, it's just throwing away stuff you can use for a good story. Chen is kind of Norm's pocket devil Chinamen representing both the anti-China sentiment and the anti-nuclear sentiment. He understands the lies, but he accepts it as his role - and his own country isn't too fond of him either.
That's pretty nuanced in the stories you can tell with it, so why throw it away? Especially now, because those hooks are probably more relevant now than they were here.

In all fairness, though, at least with Luke and Hawkeye we were given solid reasons for why the team is following them and Clint had to work really hard to gain their trust and loyalty. Plus Clint's leadership was mutually beneficial for everyone's character development unlike Buckybolts where everyone just exists to prop up Bucky.

New Avengers actually did okay if you consider that most of the characters were C-Listers and it had minimal hype from Marvel, it only fell hard after CWII dropped sales linewide. Now Thunderbolts is a mess with or without Songbird.
