For two, the only characters this season introduced alongside Winter and Taiyang, since Qrow was mentioned in the first season before his official appearance, were a bunch of throwaway students and Amber. It's not like they were all vying for screen time.

Three, the silver eyes Space Dragon Jesus business is probably the only recent example of a power being pulled out of the aether for the sake of a scene, and even then, albeit briefly, S1 had a small spiel about how silver eyes are special. Granted, not that noticeable.
