Uh, sort of? A lot of it is retroactive continuity. Some of it was created for this series by Busiek and Nicieza, and some of it was implemented by Roy Thomas in Invaders about 20 years before this comic.

Citizen V is an actual golden age character, though. He appeared in only a couple of stories in Daring Mystery/Comedy Comics in the early 40's. He did have a "V-Battallion" of brave resistance fighters helping him out in those comics too, though.

The golden age Citizen V was created by an unknown writer and Ben Thompson who was a frequent contributor to Funnies Inc. He was the artist on the golden age Ka-Zar strip for example which was (arguably) the third most popular strip in Marvel Mystery comics.
