In the end of Billiards, I think Onna and Decim's talk at the end were just playful banter between the two of them. Onna actually knew and used that as a preface to ask the rationale behind his judgement. He 'can't tell her' is his playful way of saying 'it's a secret' in answer to a question she doesn't need to ask.
As for why the old man was sent to the void, we'll never know with any degree of certainty. If he was being truly humane, he should've just played shitty after telling the kid that he doesn't need to win.

Anyways, it does not matter. That game had no goal with it. They did not threaten them. At all. They weren't scared to play at all, when every other games shown had that fear elements.
