For example, if Kirino wasn't an imouto, she wouldn't have an inner conflict about loving her brother, so she wouldn't be a tsundere, so the siblings would have never grown apart, so there wouldn't be any reason for them to grow closer. Kirino wouldn't even be a model or athlete if she wasn't his sister. By making her not his imouto, you've not only stripped Kirino of her defining characteristics, but also the story itself of any meaning.

If you make Kirino Kyousuke's friend instead of his imouto, she's just not Kirino anymore. You could do this with Sora too and it'd be the same.

Read some of the stuff released later (After Story/BD extras/Interviews) and volume 12. Fushimi actually implied that he was gonna pull NBR but the publisher didn't allow it presumably because the fans would not be happy about it/would get hostile. In other words, the publisher blocked NBR and censored blood related end as much as it could. Not like it mattered much because Fushimi ended up working around it and bringing us full on incest end.

If Mahouka's NBR pull ends up being true, then the excuse for not pulling NBR in Oreimo is bullshit.

I wonder why Japan is so obsessed with fantasies of incest, particularly between siblings. You don't really see it being nearly as prevalent in the western world, even in cultures with more relaxed vies of sex & sexuality.
