High school forces you together with people you wouldn't normally interact with. If you look at the cast of characters in something where everyone is an adult, like living game or even bartender while people may have a lot of acquaintances their circle of friends is smaller.
High school is a time of maturing from kids into adults, which is a nice setting for character development.

As for highscoolers, it is indeed the best time of most people's lives. You're healthy, have lots of freetime, and reasonable amounts of responsability. Bofore that you're too young, and after that you have no time for yourself.
I remember high school. I started out as a socially awkward late bloomer who was easy to pick on. 4 years later I was a defensive rage-fueled psychopath who dropkicked the scrotum of anyone who so much as sneered in my general direction.
