I have a rough 'explanation' but like anything else in Twin Peaks your mileage may vary and it's neigh impossible to try and string the narrative together without at least a little headcanon filler.

The whole thing started with Jack Parsons, who summoned an extremely powerful demon into the world. Of course she'd probably been summoned before, but anyways... Her proper name is Jao-Dai. Somewhere along the line Jao-Dai's name got mangled into 'Judy'. The demonic being is a lot like Shub Niggerath. She's the 'Mother of Demons' and spawned the entity Killer BOB down the line. Parsons wanted her on earth for warlock reasons I guess.

In a really nasty scene we see a poor kid who was hired by person's unknown to watch a glass box for hours on end and record data about said box. He's never told what it's all about. What the kid doesn't know is the box is a conduit for Judy and his entire reason for being there is that she/it is going to be verrrry hungry when she completes her astral journey back to the earth realm.
