Weren't there studies to try to enhance the minds of Apes, our closest relatives? Well that success would pave the way to the creation of other human-minded animals. I can't imagine a Hell like that!
Some might theorize that animals in their current state of "consciousness" as you suggested are actually better as they are, since they are closer to Nature and the supposed Spiritualism of this Plane of Existence. They serve a purpose on a grand scale, though they are unaware of sin or ambition, the way humans are.
With consciousness in technology? AI dude. Its actually quite the recent hot thing that all the tech companies are rushing into. Google overlords when.... too late to go into now for me, bu read up on consciousness in tech. Artificial Intelligence AND Transhumanism. The first is about creating an artificial "being" with a human Soul, whereas the second thing is about uploading or even cloning our own consciousness into a virtual space.
