I'm in the drone industry and I'd love to build a big drone and troll a city like this. But the sphere design is hard to conceal rotors inside and the (albeit crappy) video doesn't show any obvious ducts or holes for the motors or rotors.

It's a mylar balloon. The metallic film shows up on radar which is why the helicopter was sent to check it out. I'll bet it was near an airport and having things on radar near airports really pisses off the FAA.

Balloons like this tend to stay at one level for a long time, and just because there is wind on the ground doesn't mean there is any significant wind a few hundred feet up. Mylar balloons are also really cheap so it could be very large, or just a few feet across.
