It depends. If you're not taking any meds or drugs than it's kinda weird. But if you're taking something it's nothing weird to feel a little buzz or something like this. I feel my ADHD meds like from middle-upper going to the front of the brain and spreading to right and left area. And it's happening to people. If you have changes in electrical activity you can feel it - otherwise EEG scans won't work. If you can measure electrical activity than it's a chance that you can feel it too.
Funny fact: when you dehydrate you have the weird feeling in the head too ;p.
