The concept of reincarnation does not necessarily exclude the creation of new souls

Even if you accept a limited amount of souls - are you taking into account the number of other species that have lived? Humans are not the only species a soul can be. Over 99% of all species have gone extinct - what happened to those souls?

Perhaps as the human population explodes souls "travel" less.
When our population was smaller people would more frequently be reborn into the past or future than the present or near present.
Take mormon doctrine of Reincarnation for example.

Its possible that your question is wrong. We often want to assume that the soul is something metaphysical it might just a property of being a conscious observer. That "state" probably develops over time and there are Humans without souls and animals with. Depending on their state of awareness.

The answer is not souls, but soul. We are the programs that get updated by their own programming via connections to another mode in the network. Essentially it's self love.
