Look at it more closely. It's edges aren't like that of any regular unedited picture.
It's not a disfigured kid, it was either slapped together in Photoshop or it's the product of an AI drawing thing

From the looks of it the person may have received burn injures. I've seen similar from people who have suffered acid attacks & had to undergo skin graphs. Pray for that person instead of fearing them.
