I think partially. More importantly, the people on the internet that you encounter aren't necessarily sitting in the same universe/realm/plane of existence as you are. Some of them are; many of them are not. The internet connects many universes in the natural multiverse (at least within a certain proximity / relational distance from wherever you are in yours)

No. The internet is an internal communication network, information hub, resource, and highway.

If anything, it connects the collective unconscious together in an effort to unite the collective consciousness as well.

This is still not 4D, 4D exists outside of technology.
