If X is greater than Y then X gets its effect, if Y is stronger, then fizzle. Basically put, the more people under a gods tent, the less any one individual can use; The more people trying to use it, the weaker the god altogether. If all its followers are crap, even with small number to share it, it'll be crap. If the followers are small enough, their quality is high enough, and only one dude gets to use it in limited situations, basically they can do whatever.
