Doubtful. There are only 8 depictions around the main. What is being referred to is usually the Dasavatara, which depicts ten. Along with that the use of 8s, the stylized lotus border, and the preponderance of the color yellow makes me think this is Tibetan in nature.

If you see a figure that looks like a fish or a lion-headed man, it's probably the avatars of Vishnu. Otherwise I'm thinking these are Tibetan Buddhist deities.
