That's least credible part of this story. We know an awful lot about MKULTRA from FOIA disclosures and declassifications at this point, the blogs you're treating as primary references don't resemble what we know about it at all. The whole conspiracy culture that grew around MKULTRA spawned all kinds of fictional accounts that bear only a superficial resemblance to what we know about it, and the two blogs that have been referenced here barely even have that.

Social workers don't have patients, they have cases, which they connect with social welfare services, and sometimes they make recommendations to civil courts. You don't need a doctorate or even a master's degree to be a social worker, you could become one with a 2 year community college degree.
