My friend wants to talk to spirits. Anyone got any advice? Bonus points if they're malevolent.

Ouija board is the standard. You can improvise one easily enough. Results not guaranteed, of course.
If you want a scare, just do Bloody Mary or something. If you want to have a conversation, then you need something more seance-y.

Anything we could do to set the mood for using the board or seances?

Give each other a quick kiss.
ouija boards are fake and gay.

Any suggestions?

Make it spooky, let the ghosts know that your intent is to summon them and that you're taking them seriously. Just make the room dark, get some candles, and leave some dark corners for them to chill in.

I would add that you should have as few electronic devices in proximity as possible. Pick a spot at least six feet away from large appliances, move smaller ones away, unplug the wi-fi router, power down your phones and put them in a drawer on the other side of the room. Turn out the lights and use candles, or lightsticks if you can't risk fire. Battery-powered fake candles won't do.
Attics, cellars, and outside are all good places, since they tend to already be low-tech spaces.
