I love Junji Itou's works... Recently I came across a manga named Ultra Heaven, forgot the author's name but it was an excellent read. Different in many ways but tisted my guts and left me feel uncomfortable as f. Awesome.

Oh yeah and then there's a manga named Homunculus. That was brilliant as well (about trepanation and stuff). Check em out.

As for anime movies... Perfect Blue is a classic, then there's Memories and some occultist scifi shit from the 80's named 'Twilight of the Dark Master'. Too tired to think of other titles rn, butyou should take a look into smaller scifi OVAs and such. Use a website like myanimelist.net or similar for recommendations from other users, Ihave found many great titles like that.

SEL is an anime, 12 episodes. It's not scary though, actually it's very interesting. Most people here probably wouldn't get it without a guide from /a/ walking them through every scene. It's a great anime, but not spooky.

Jap horror in general never really scares me. I guess it's a cultural thing, but their spoops seem incompatible with western spoops. Shit that scares japs probably won't phase you much, if you're used to western horror.

Maybe a surface level understanding of it. Even if you don't care or try to delve deeper into its message it's still a great anime. Most people these days would probably find it very boring though, and if OP is looking for a horror or creepy anime he should stay away from SEL.
