Newton's Law of Motion states that an object in motion remains in motion unless acted upon by an external force. Our mind is in constant motion. As such, if we practice inaction it will not become empty but instead keep its motion.

This is true. The mind can't be "empty". But you can significantly slow certain functions through meditation. The point is not to cease thought, rather to focus thought in the direction that's best suited for your current needs.
