I don't think it's a club, I see similar spotlights where I live which is a pretty quiet suburb with no night life. One's in the lot of an apartment complex and I have no idea why they shine it but they move it around in circles every night. Looks exactly like this, no clear beam or source from most places.

I have a video, but you can not make out the circular lights you see in the OP. All you can see is that there is no lights coming from the ground.

I saw the exact same thing here in atlanta

if you're under them they look like UFOs and you cant see the beam or where they come from

but when I drove home I could see them from miles away and the beam was clearly visible like how you cant see rainbows from underneath only from far away

they're just big spotlights I think
