The matter is forced into existence simultaneously as it is deleted because it doesn't match a memory index in our universe.

That's a guesstimation from a particle physicist standpoint of an occurrence at the standard model/macro scale.
We have no method to directly observe the creation of space-time as we expect it to be expanding at all times, observing it in such small increments is experimentally impossible with the level of technology available on Earth.
