America claimed they went to the moon almost 50 years ago, filmed it on live TV, and had five more manned expeditions in less than five years after the first. If America could go there that easily 50 years ago, why haven't we set up a base up there? If NASA wants to explore deeper space, what better than another launch point on the moon. So why hasn't NASA done this?

This is dumber than you could possibly know. The ISS is a better, more realistic, and economically reasonable launch point. But the Earth is still 1000000x cheaper to launch from, because we don't have to have a launch vehicle to transport material for a launch vehicle.

There is no rocket fuel, polymer producers, or metal foundries on the moon.

therefore, NASA can only complete those projects that are not significant enough for the higher ups to notice/care about.
the only reason we got to the moon was because JFK got shot after making a big speech about going to the moon.

we managed the International Space Station because the other governments involved are more stable and forced us not to quit in the middle.

that may not seem like a lot, but the moon has a lot of rock.

when cooled to liquid state, that is rocket fuel.

moreover, ~95% of the mass of rockets launched from the earth is used in getting past the atmosphere and into orbit.
the moon has no atmosphere to get in the way and is significantly smaller.
it is possible to reach lunar escape velocity with a ground based railgun.
so, you can get as much fuel as needed on the moon, AND launch is essentially free after infrastructure is built.

the optimal rocket construction procedure:
build it in orbit.
use materials + fuel from the moon.
send up from earth only what you cant get elsewhere in sufficient quantities. (mainly just people and plants/animals for farming)

Well, the sheer effiency of heavy lifting rockets didnt get that much better. In fact. we currently have no avialable/usable alternative to the SaturnV which would come close to its power.
Other than that. there is barely a really good reason to revisit the moon with a manned mission. Keep in mind that the "race to space" was mainly motivated by the cold war and similar international tensions.
So yeah, we COULD do it, but if anything people are going to focus on mars right now.
