Sorry if this sounds like some schizophrenic lost media creepypasta but I guess /x/ is the most fitting place to search for horror-related stuff.
So, RedLetterMedia is a mildly popular YouTube channel that currently runs a series called Wheel of the Worst where the hosts basically take a wheel of fortune mock-up with old VHS tapes strapped to it and watch whatever they land on for shits and giggles.They released a new episode today and, while looking through the tapes, they run into a plain red box with "Riding Mower Safety" written over it with a sharpie:

They talk about it briefly, comment on how odd it looks in comparison to the other boxes and one of the hosts, Mike, claims it came from Europe and jokes about it probably being a weird snuff film or something. After that they just move on to the next tape and, since it didn't get selected on the wheel, they never mention the red box again throughout the rest of the video.
The thing is, I vividly remember watching something with a very similar plain box while hanging out with my older edgy cousin when I was 7 or so and jesus fucking christ, the memories are not pleasant at all. It was a sort of experimental arthouse film recorded in some Asian country and, while the narrative is really hard to piece together from my vague memories of watching (it was a disjointed thing with very little linearity, like Tarkovsky's Zerkalo), I do remember how gory and nightmarefuel-ish it was. As the title suggests, it did involve a riding mower at some points, I do remember constant shots of the blades being intertwined with the rest of the film and shit you not, the final sequence was someone running over children and violently decapitating them with it. I'm not sure if the gore effects still hold up to this day but as a kid they looked pretty fucking realistic to me.
Has anyone else seen this? I can try to write down everything else I remember about it if anyone's interested.
