I've been searching around and it sounds pretty close to the hat man phenomena.

He definitely had an otherworldly feel.

He dressed kind of similar to Van Helsing. He had an old time hat and trench coat.

I'm convinced this is paranormal. The way he sidestepped was very robotic.

The only way he differs from the classic hat man description was his visible face and pale skin.

Maybe it was a grey? Have they been known to disguise their looks?

The "hat man" is usually described as being related to shadow people. What you saw, especially when you say it was "robotic," sounds almost exactly like a Men in Black encounter. It would be really weird though if you saw a MIB without the context of a UFO sighting/encounter.

OP here, that's an interesting take. He was literally a man in black.

I actually heard of another account where a MiB was wearing red lipstick. This was much more startling than my experience, this strange man entered a person's house and started asking questions.

I've never known a MiB to have long black hair, though.

Has anyone heard of MiB wearing red lipstick? I'd like to hear about it.
