The hairs specially (there's kinda like a locket on the first pic, on the top), the colour, in the first pic the scratches kinda give the vibe of frozen flesh having been scratched. But I can't figure out which body part it could be. Just call the cops, nobody will hold it against you ffs, it seems creepy as fuck. The feeling you mentioned to the touch is consistent to thawing flesh too. And it won't smell yet because the cold will keep it from decomposing.
