I am convinced that an overwhelming majority of human beings could be made complicit in mass genocide with little reluctance if they had some half-convincing moral principle they saw themselves as acting on behalf of, and were assured that themselves, the people they personally love, and most of the the people who they identify as "belonging with" would survive and have the dominant way in "the world to come", while those most antithetical to them would perish or be reduced to an inconsequential role. Most people just do not want to BELIEVE they could end up this way unless and until they have opportunity to actually do so with some expectation of getting results.

Easy. Lower or abolish taxes so that people can afford to live off their own land. Encourage people to move out of cities. Stop wasting so much in effort and resources trucking food across the country to cities that aren't able to sustain themselves. Stop wasting even more effort and resources shipping everything overseas to be made by foreigners and then shipping them back again. Outlaw planned obsolescence. Outlaw Freudian advertising. Outlaw usury. Allow absolute sovereignty and self-determination of all nations. Allow at least a large amount of sovereignty and self-determination for our own local communities. Basically just stop doing everything in such a counter-productive, backwards manner that benefits few and harms many.

I understand that what I suggest means overcoming the imperial dominion that controls much of this world, but you must realise that we are their power and it is through our delusions that they control us. Your belief in overpopulation is one of their greatest weapons as it allows for so many policies that strip our ability to survive independently and in its extreme it has its believers willing to commit murder and support eugenics.
