Hormones could play a role but I always thought that it was a result of social homogenization. Boys play with girls and girls play with boys more often, there is less of a belief that they have to be strictly divided and stick to their "own kind", so some boys end up absorbing characteristics from their predominantly feminine social circles and vice-versa. These characteristics then later develop into sexuality and etc as they become less plastic and cause the outgrowth of new behavior.
