I'm not 100% sure, but I think it's some kind of receiver that is supposed to pick up on local electromagnetic fields and then broadcast it so you can hear it. Supposedly since spirits and whatnot cause changes in these fields you can eavesdrop or communicate?

Yes exactly. That's where the spirit bit comes in. That's not to say there isn't SOMETHING in this, Tesla while a weird science trope seem- to me to have had a very strange but not worthless view of how shit works- but obviously there's a claim of something beyond understanding as science and tech do not take into account spirits and shit. No ghost phones.

Truth is that many people has recorded apparently incorporeal signals, you can theorize if you want, but things come from somewhere, and this radio signals just like the Wow signal are from an unknown place.

I made a sort of a ghost box once. It was just a small audio amplifier circuit with a big ass coil on the input and headphones on the output. Can say it was ghosts for sure, but it picked up some weird shit.
