I do believe that abnormally fast reaction times can be trained eventually for things like sports and martial arts.
There are fighters who think in a way that makes them seem 3 steps ahead of their opponent in a match, while a normal person is too focused on trying to hit the guy to learn how to anticipate the next strike.
That's not paranormal, but is very achievable with practice and can look almost almost like a superpower to normies.

Some people have better reaction times than others with no training and laugh it off while high/drunk/ect.
