Chemcial spill fucked up their children and mutated them. Alot of the ended up dying and it's rumored their ghosts are still there roaming around. It's believed there are still cults using the now abandoned town as a hide out. Along with all the ghosts and dead people.

lel that isn't what happened. I've been working on a game that's set in Ohio and very loosely based on the stories around Helltown.
The government bought out all the houses and sealed the town off from the public. The houses were then boarded up and left abandoned. The reason why is unknown, they never said why they did it. Chemical spill is one theory, which came from one guy getting sick after going in and touching some open barrels or something.
All the stuff about haunting and satanists are rumors and legends.
