Chapel Hill is encoded in OPRP transactions as a cross, the invert colour X and the capital N. It's nearly the same code for Raleigh and Durham, but the N is switched out for either of those with a W for Raleigh or a M for Durham.

The contents of the message are under orders from OPRP not to disseminate, given that this information, while not incorrect, should not be given any continuity.

We'll pretty much just smudge the BPA stuff out of existence by the time we get to the Golden Midas iteration.

You can use the BPA article on wikipedia as a guide, any organization that doesn't recommend reducing or banning BPA is corrupt, and either working with enemy zero or has a secondary agenda in the current Midas iteration.
